ADAI Pest Control License Categories Explained (Alabama)
This page is a plain-English reference to the Alabama Department
of Agriculture and Industries (ADAI) pest control license categories. It
is the detail companion to the shorter ADAI
licensing overview. Use this page to verify which category a
prospective service provider must hold for the specific work you need.
Governing law & agency
The Alabama Department of Agriculture and Industries, Pesticide
Management Section (1445 Federal Drive, Montgomery, AL 36107; (334)
240-7240) administers all pest-control licensing in Alabama. The
statutory basis is Chapter 28, Title 2, Code of Alabama 1975 (the
Alabama Pesticide Act / Pest Control Industry Act). The regulatory
basis is Chapter 80-1-13 of the Alabama Administrative Code.
Two-tier licensing model
- Individual certification — the human
applicator must be certified as a Private Applicator, Commercial
Applicator, or Custom Applicator, in one or more categories. - Business license — the company must hold a
Structural Professional Services Permit (for HPC / WDC / FC work) or
a Horticultural Professional Services Permit (for OTPS / SLP work).

General liability insurance is required. Pesticide application

product label / labeling per federal FIFRA and state law.
How this matters for the caller
When the dispatched licensed operator quotes work, the category
held determines what they may legally perform. If the work is a
termite letter (NPMA-33 / WIR), the inspector must hold WDC. If the
work is a whole-structure fumigation tent, the technician must hold
FC. For routine pest service (cockroach, mosquito, ant, bed bug),
HPC is the operative category.

Alabama is one of the strictest states in the country on structural pest control regulation. The ADAI Structural Pest Control Section regulates four primary applicator categories โ WDC (Wood Destroying Organisms Certified Operator), WDS (WDO Supervisor), FC (Fumigation Pest Control Certified Operator), and GPC (General Pest Control) โ each with separate testing, continuing education, and annual renewal.
