Governing law & agency

The Alabama Department of Agriculture and Industries, Pesticide
Management Section (1445 Federal Drive, Montgomery, AL 36107) administers all pest-control licensing in Alabama. The
statutory basis is Chapter 28, Title 2, Code of Alabama 1975 (the
Alabama Pesticide Act / Pest Control Industry Act). The regulatory
basis is Chapter 80-1-13 of the Alabama Administrative Code.

Two-tier licensing model

  1. Individual certification — the human
    applicator must be certified as a Private Applicator, Commercial
    Applicator, or Custom Applicator, in one or more categories.
  2. Business license — the company must hold a
    Structural Professional Services Permit (for HPC / WDC / FC work) or
    a Horticultural Professional Services Permit (for OTPS / SLP work).

Recertification

  • 30 CEU points every 3 years (most categories).
  • Up to 10 of the 30 may come from approved Distance Learning
    courses (not repeatable in cycle).

General liability insurance is required. Pesticide application
records must be maintained. All applications must be consistent with
product label / labeling per federal FIFRA and state law.
